Maybe it is not clear to people who invent laws, but with so many people in the world you can assure yourself that there are a lot of people using cannabis for different reasons.  Some only use it while having a party, others need it for medical reasons, others try to make (a lot) of money on it  or just want to enjoy the whole process of growing and smoking.
